Mr. Liu has over 25 years of legal experience. He previously held senior positions, including Group Vice President and General Manager of Legal Department, at Sinochem International Group and Yingde Gases Group. He possesses extensive expertise in legal affairs, compliance, strategic planning, capital strategy, cross-border M&A, and government public relations.

During his tenure at Sinochem International, Mr. Liu led multiple major cross-border acquisitions, overseas company establishments, and compliance management. His practice spans Japan, the United States, the Middle East, Singapore, India, and other regions, demonstrating exceptional capabilities in coordinating international projects and resolving complex international commercial disputes. He has represented enterprises in high-profile litigation cases before multiple levels of courts both domestically and internationally, handling disputes with cumulative claims exceeding 550 million yuan. Representative cases include: representing Sinochem International in a dispute against a Malaysian shipping company, which was appealed to the U.S. Supreme Court, lasting nearly 4 years and achieving a final victory with significant international impact; and innovatively initiating parallel proceedings in Busan, South Korea, securing a favorable judgment in a case against a Nanjing chemical transport company for delivery of goods without original bills of lading after encountering malicious obstruction.

At Yingde Gases, Mr. Liu spearheaded the preparation for listings and the restructuring of the compliance and internal control systems, and resolved historical litigation cases with a combined value exceeding 3 billion yuan. Serving as Chairman of the Yingde Investment Committee, he optimized asset allocation and executed equity disposals, deeply integrating legal compliance with capital operations, showcasing outstanding corporate governance and strategic planning capabilities within a multinational framework.

Mr. Liu currently serves as Senior Consultant at Beijing Zhongwen Law Firm and Executive Director of the Yangtze River Delta Management Committee. Leveraging his integrated capabilities in law, management, and capital, he provides high-value strategic legal solutions for domestic and international clients.

  • Represented Sinochem International in a dispute against a Malaysian shipping company; case appealed to the U.S. Supreme Court, resulting in a victory after nearly 4 years.
  • Represented Sinochem International in a case against a Nanjing chemical transport company for delivery of goods without original bills of lading; secured a favorable judgment in Busan, South Korea.
  • Represented Sinochem International in a contract dispute (Jiangsu High Court).
  • Represented Sinochem International in contract disputes against Shanghai industrial and storage companies (Shanghai Intermediate Court).
  • Represented Sinochem International in a bank deposit dispute (Jiangsu High Court).
  • Represented Sinochem International in a case against a Malaysian shipping company for anti-dated bills of lading (Guangzhou Maritime Court).

Oversea Investment:

  • Managed to obtain a controlling stake (51%) in the Sinochem-Debao joint venture company through bankruptcy and reorganization proceedings in the Tokyo District Court in Japan. The total investment on this project was $150,000, from which annual profits exceeding $10 million were generated over the following five years.
  • Commenced the joint venture project with U.S. NPT through POOL method in February 2009, obtained 40% of the equity in the Sinochem-NPT joint venture company in July 2013, and eventually obtained 100% of the equity in the company in August 2017. Profits generated from this project contributed over 60% of the total annual profits in logistics.
  • Took charge of establishing Sinochem International’s offshore company in Dubai, Middle East and served as the managing director of the company.
  • Participated in the acquisition of Monsanto’s acetamide pesticide business and handled the asset transfers of a listed company of Monsanto in India andserved as a director of the Indian company.
  • Participated in the acquisition of the Singapore-listed rubber company GMG.
