On April 26, 2025, the final round and awards ceremony of the third “Zhongwen Cup” National Administrative Law Moot Court Competition for University Students, hosted by the Law School of China University of Political Science and Law and sponsored by Beijing BZW Law Firm, successfully concluded at the Changping Campus of CUPL. Yang Fan, Member of the Executive Committee of BZW Law Firm, and Liu Bin, also a Member of the Executive Committee, attended the event as special guests. Nearly 200 individuals, including lawyers from Beijing BZW Law Firm and faculty and students from CUPL, witnessed this grand event in legal education.

At the opening ceremony, Lu Chunlong, Standing Committee Member of the CUPL Party Committee and Vice President, emphasized in his opening speech that moot court competitions are a crucial practical platform for cultivating outstanding legal talent and an important means for students to enhance their professional knowledge and practical abilities. He stated that the Administrative Law Moot Court Competition holds significant importance for the development of the administrative law discipline.

This year’s “Zhongwen Cup” brought together law students from 24 prestigious universities across China, including Peking University, China University of Political Science and Law, Renmin University of China, Northwest University of Political Science and Law, University of International Business and Economics, Central University of Finance and Economics, Nankai University, and Beihang University. In the courtroom, the participants demonstrated sharp thinking and eloquent arguments, blending their solid legal foundations with astute courtroom strategies into sparks of wisdom. The prosecution and defense sides engaged in a storm of logic during the cross-examination phase, some constructing their offensive and defensive frameworks by citing precedent maps, others deconstructing chains of argument through legal interpretation. They analyzed the intricacies of legal provisions and discerned the subtleties of terminology. Through multi-dimensional clashes, they presented the audience with a symphony of legal rationality and linguistic art.

The final championship round was presided over by Wang Xiaobin, First-Class Senior Judge of the Administrative Tribunal of the Supreme People’s Court, holder of a J.D. from Renmin University of China and a postdoctoral researcher in law from the University of Chinese Academy of Social Sciences, who served as the Presiding Judge. The panel also included Yang Weidong, Professor and Doctoral Supervisor at the CUPL Institute of Rule of Law Government, holder of a J.D., and Lawyer Yang Fan, Member of the Executive Committee of Beijing BZW Law Firm, Director of the Corporate and Compliance Platform, holder of a J.D. from CUPL, and postdoctoral researcher at the China Institute of Applied Jurisprudence, who served as Judges.

During the commentary session following the championship round, the judges, drawing on their years of practical experience, provided professional analysis of the participants’ performances from perspectives such as the accuracy of legal application and the rigor of debate logic. Addressing key practical issues like the allocation of the burden of proof in administrative litigation and the review of procedural legality, the judges used typical case analyses to guide students on how to effectively bridge theoretical knowledge with judicial practice, laying a solid foundation for their future legal careers.

After intense competition and fair, just, and rigorous scoring by the panel of judges, the team from Shandong University ultimately emerged victorious, winning the championship of the third “Zhongwen Cup” Administrative Law Moot Court Competition. Lawyer Liu Bin, Member of the Executive Committee of BZW Law Firm, along with several leaders from CUPL, presented awards to the winning participants.

In his closing speech, Lawyer Yang Fan stated that Beijing BZW Law Firm consistently adheres to the core philosophy of “building the firm through talent.” Through the industry-benchmark “Zhongwen Cup” National Administrative Law Moot Court Competition for University Students, the firm aims to build a deep bridge connecting legal education and judicial practice. This year’s competition built upon the advantages of previous editions, achieving innovative breakthroughs in case design, trial procedures, and expert judging. With participation from 24 law school teams, it effectively promoted the two-way integration of legal theory and practical skills, receiving high praise and recognition from the legal community.

Beijing BZW Law Firm and the CUPL Law School will deepen their cooperation mechanisms, aiming to establish new paradigms for cultivating legal talent through more joint research initiatives and other measures. In the future, BZW Law Firm will continue to increase resource investment and collaborate with CUPL to advance the systematic development of the competition, continuously enhance the brand value of the event, and contribute to the construction of the legal talent cultivation system.

Finally, Lawyer Yang Fan addressed all participating students, encouraging them to maintain their persistent pursuit of the spirit of the rule of law, whether they clinched the championship or gained valuable experience. He expressed hope that the practical platform provided by the “Zhongwen Cup” would help enhance legal thinking, hone professional skills, and collectively inject vibrant energy into the construction of a rule-of-law China in the new era.
